Consider modifying fig. 22-3 to differentiate risk, risk perception and risk tolerance. The figure illustrates 'acceptable risk' a phrase I would replace with 'risk tolerance.' I think the new climber overestimates risk and, therefore, has an excessive risk perception. The experienced climber, who can identify more hazards but hasn't yet seen bad outcomes, paradoxically, underestimates risk and, thus, has an insufficient risk perception. As the experienced climber encounters bad outcomes they reduce this excessive risk perception. Risk tolerance is dependent upon the climber not their experience.
